This project aims to deploy a comprehensive Advanced Metering Infrastructure (AMI) solution designed to modernize utility metering and customer engagement. It encompasses the supply, installation, and commissioning of smart meters, communication networks, enterprise platforms, and end-user applications, as well as SLA-driven operations and multi-year ongoing support.
This project has been designed and implemented for multiple leading distribution utilities in Bangladesh, including:
Dhaka Power Distribution Company Limited (DPDC)
Northern Electricity Supply Company Limited (NESCO)
Bangladesh Rural Electrification Board (BREB)
Each utility received a customized deployment based on its network architecture and consumer profile—covering smart meter installation, communication network design, Oracle MDM/C2M integration, and SLA-backed support services.
I served as the Technical Lead and Project Director for the AMI implementation projects at DPDC, NESCO, and BREB. In this role, I led the overall system design, vendor evaluation, and BoQ preparation, and supervised the deployment of smart meters, communication networks, and Oracle Utilities MDM/C2M. I coordinated with key stakeholders including Oracle, Abjayon, Landis+Gyr, Itron, and various meter vendors to ensure successful integration, user acceptance testing, go-live execution, and planning for long-term operational support.
Scope of Work
Smart Metering: Deployment of Chinese-manufactured smart electricity meters, including configuration and field installation, ensuring seamless integration with upstream systems.
Communication Network:
Implementation of a hybrid communication network utilizing:
Power Line Communication (PLC) – Chinese brands
Radio Frequency Mesh (RF Mesh) – using solutions from Landis+Gyr (Switzerland) and Itron (USA)
GPRS – for areas requiring wide-area fallback communication
Data Aggregation:
Deployment of Data Concentrator Units (DCUs) or RF gateways, depending on site requirements. DCUs include both Chinese-manufactured units and those from Landis+Gyr and Itron.
Head-End System (HES):
Integration of HES platforms from both Chinese vendors and Landis+Gyr/Itron, facilitating secure and reliable data acquisition from field devices.
Meter Data Management (MDM) and Customer-to-Meter (C2M):
Implementation of Oracle Utilities MDM and C2M, providing robust data processing, billing integration, and customer service workflows.
Customer Portal & Mobile Applications:
Development and customization of user-facing portals and mobile apps using Oracle technologies, enabling real-time access to consumption data, bill payments, and service requests.
Support Services: Post-deployment technical and operational support for multi-year, including system maintenance, upgrades, and troubleshooting.
Real-time meter-to-HES communication
Scalable RF mesh/DCU-based network
Customer self-service tools via mobile and web
Seamless integration with Oracle utilities suite
SLA compliance with proactive monitoring tools
Long-term support including change request handling
The implemented solution will enable accurate metering, efficient billing, enhanced customer satisfaction, and operational efficiency. With robust network infrastructure and enterprise-grade platforms, the utility will be equipped for future smart grid initiatives.
